Make EXCO courses w/o budgets autoapproved (edit the appropriate Drupal Rule for this)

Yes, this completely explains the odd situation.
And I entirely approve of more advance approval of classes.
Perhaps new classes could be approved by e-mail
instead of a face-to-face meeting.
As I understand it, almost all classes are approved anyway.
So why should they wait to be posted?
The present practice means that new classes will have only one month
to be discovered by visitors.
And we all know that many months are sometimes required
to gather enough interested people.
Continuous posting of new classes would also make your job easier,
since it would avoid bottlenecks
when dozens of new classes must be posted at once.
Because of advance posting,
my workshop on Voluntary Poverty is now scheduled
and ready to go.
It will take place on Feb. 16.
Other classes could follow a similar pattern:
If they are posted well in advance,
the exact time and place can be settled
once enough people express interest.

if all current and future classes are always available on the website.
